The HIV Collaborative Fund, a partnership of the International Treatment Preparedness Coalition (ITPC) and Tides Network seeks a full-time Project Manager to oversee activities in four African funding regions. This position will be based in Africa, preferably in either Johannesburg or Nairobi. In each of 10 regions, the Collaborative Fund coordinates a community-driven small grants program supporting HIV advocacy, education and community mobilization projects. Funding is also provided in each region for technical assistance to support grantees, network development and program evaluation. The Project Manager supports a funding and program infrastructure that meets the needs of HIV community advocates and educators as determined by the ITPC regional and international governance structures and by Tides Network. Program activities in each region are directed by a Regional Coordinator to whom the Project Manager provides support and oversight. For more information about the HIV Collaborative Fund, visit our website at www.hivcollaborativefund.org The role of the Project Manager is to: ▪ Provide oversight and management of regional budgets and expenditures; ▪ Support Regional Coordinators in program development and implementation, including meeting logistics, grant making and contract development, fund transfers, and project reporting; ▪ Ensure transparency, accountability and efficiency in grant and peer-review selection processes; ▪ Develop and provide communication about Collaborative Fund activities in the region; ▪ Develop regionally- and nationally-based funding opportunities to support Collaborative Fund activities, and build fund raising capacity in the region; ▪ Assist in the development of technical assistance, regional network and program monitoring and evaluation mechanisms Currently, the Collaborative Fund has four funding regions in Africa: Southern, Eastern, West/Central and a fourth demographic that focuses on the needs of women and families in Sub-Saharan Africa. The Project Manager for Africa will be a full-time consultancy position. In addition to salary and benefits, the budget includes funding for office space, communications and administration. Applicants should have experience in as many of the following areas as possible: ▪ Small grant making ▪ Technical assistance provision ▪ Program evaluation ▪ Community mobilization ▪ HIV/AIDS treatment and care provision or policy development ▪ Community-based advocacy ▪ Resource development ▪ Communications ▪ English and French speaking ▪ Health services delivery or health policy development in Africa ▪ Good writing and computer skills As this position will require opening an office, a good deal of travel, and supervision from abroad (New York), the successful applicant will be someone who has experience as a self-starter and who has worked with a globally-dispersed team.
