Call for applicants: Civil Society engagement in Global Fund

The Treatment Monitoring & Advocacy Project (TMAP) - home to the Missing the Target series of reports - is seeking applications for country teams to participate in a research project on civil society engagement in Global Fund Country Coordinating Mechanisms (CCMs). The project is funded by the Open Society Institute, Aids Fonds, and ICASO. The CCM monitoring project is designed to evaluate how civil society can have greater impact as an advocate for improved Global Fund programming at the country level, principally through participation on CCMs. The project is not focused solely on issues of civil society representation on CCMs, but more broadly on the ability of civil society to have a significant impact on improved Global Fund programming. Issues to be considered include: how civil society members are selected for CCM membership, whether they are able to be meaningfully involved in program design and oversight, to what degree they represent the perspectives of broader civil society, and what supports are available to promote more effective civil society engagement in CCMs. Six research teams will be selected. Teams should be comprised of at least two civil society members in the country being studied. Teams will use a standardised research template, now being developed. Research will include review of relevant documents and interviews with approximately 20 individuals, including representatives from government, the national AIDS council, civil society, affected populations, the principle recipient, and other individuals. Research will take place between February and April 2008. Results must be compiled by the end of April. Each team will be compensated US $6,000 for their work on the project, to be paid in two installments.
