The BIAS FREE Framework: A practical tool for identifying and eliminating social biases in health research
Burke MA, Eichler M: Global Forum for Health Research
The BIAS FREE Framework is a new, rights-based tool for identifying and eliminating biases deriving from social hierarchies in research, legislation, policies, programs, service delivery and practices. We know that you will find the BIAS FREE Framework of interest. See www.globalforumhealth.org to order hard copies or to download a pdf version. BIAS FREE stands for Building an Integrative Analytical System for Recognizing and Eliminating inEquities. It is a statement of a goal for which we must constantly strive, not of a fact. The BIAS FREE Framework is premised on the equal entitlement of all people to be treated with respect and on the inviolability of human rights. The Framework derives from the understanding of health as a human right and human rights as essential to health and uses a rights-based model of health and well-being. Health (physical, mental, social and spiritual well-being) is fundamentally tied to human rights and social equality. The Framework recognises that health research is a global public good and that as such, all people have an equal claim to the health research process and its benefits, regardless of their gender, ability, race or other social characteristics, and works towards this end. The Framework is applicable to any policy sector – not just health, although to date, most of its applications have been within the health domain. It speaks to the needs of high- and low-income countries alike. It is an essential tool for getting at the roots of social inequalities and effecting real social change. The BIAS FREE Framework is built on the understanding that the roots of discrimination – the logic of domination – are common to all “isms of domination” – sexism, racism, ableism, classism, heterosexism, etc. Understanding this basic conceptual interconnection among all systems of oppression is the key to unlocking them. Cutting a swathe through the layers of tools researchers, policy-makers and others have had to apply in the past to avoid sexism, racism, ableism, classism, casteism, ageism and endless other “isms” in their work, the authors offer their “BIAS FREE Framework” as an integrative approach to explore and remove the compounding layers of bias that derive from any social hierarchy. The BIAS FREE Framework provides students, researchers, community members and policy-makers with a set of 19 questions aimed at discovering if social hierarchies are at work, and if so, if they are producing bias. The questions in the Framework probe the particular nature of the problem so that appropriate solutions can be applied to the identified problem. The Framework is a systematic, theoretically based, comprehensive approach for transforming social hierarchies. It provides guidance for initiating a process of democratizing hierarchies, whether these are based on gender, race, disability, age, class, caste, geographical location, sexual orientation, religion, language or other factors.
