STRENGTHENING THE HEALTHCARE WORKFORCE
In sub-Saharan Africa today there are only 750,000 health workers available to serve a population of some 682 million people. This critical shortage of personnel is endemic not only in Africa, but also in other low-income regions. It is the result of factors ranging from low salaries, lack of training and poor working conditions to the lure of better-paying jobs in industrialised countries.
In 2006, the Union's 37th World Conference on Lung Health will focus on the theme of Strengthening Human Resources for Better Lung Health. In addition, this year's Union E-News will carry regular news, information and links to resources addressing this issue:
World Health Day (April 7) has taken the human resource crisis as its theme for 2006. WHO's Dr Tim Evans, Assistant Director-General, Evidence and Information for Policy recently gave a kick-off speech:

TOBACCO TREATY IMPLEMENTATION TO BEGIN
Representatives of The Union will be on hand when the international treaty on tobacco control takes its next step toward implementation. The first Conference of the Parties to the WHO Framework Convention on Tobacco Control (FCTC) will be held in Geneva, 6-17 February 2006.
All Contracting States will have voting rights at the session, which will decide on technical, procedural and financial matters relating to implementation of the treaty. The European Union will also participate as a Party, while signatories who have not yet ratified and non-governmental organisations will participate as observers. The Union will be represented by the International Non-Governmental Coalition Against Tobacco (INGCAT).
One crucial matter under consideration will be the rules and procedures governing the participation of NGOs. Through INGCAT, The Union will be lobbying hard to ensure that its role at international, regional and national levels is properly recognised.
The FCTC, the world's first public health treaty, came into force on 27 February 2005. One of the most widely and rapidly embraced treaties in the history of the United Nations there were 168 Signatories and 116 Parties as of 19 December 2005.
For the full version of this story, visit http://www.iuatld.org. For more details about INGCAT and the FCTC, visit the sites below.
