SOUTHERN AFRICA: HIV/AIDS PROGRAMME OFFICER Open Society Initiative For Southern Africa Open Society Initiative for Southern Africa (OSISA) is a leading regional foundation, established in 1997 by investor and philanthropist George Soros, to create and sustain the institutions, policies and practices of an open society, where good governance, human rights and justice are respected and upheld. Its programmes broadly focus on Education, Media, Human Rights and Democracy as well as Information Communication Technologies. In addition to undertaking advocacy, and working through multi-level partnerships with others, OSISA oversees US$5 million in grants annually across a region made up of Angola, Botswana, Lesotho, Malawi, Mozambique, Namibia, Swaziland, Zambia and Zimbabwe. OSISA is looking to make the following appointment: Programme Officer (PO): HIV/AIDS In addition to working through partnerships with others, and advocating for open society ideals, the HIV/AIDS Programme Officer (PO) will develop strategies, guidelines and policies for OSISA’s HIV /AIDS programme to enable OSISA to make a meaningful contribution to HIV /AIDS response in Southern Africa. The vision of the programme is a “Southern African region that is totally engaged in overcoming the HIV/AIDS pandemic through the deployment of appropriate policies, resources and leadership”. The mission is to proactively support the monitoring of multi-sectoral HIV/AIDS work in the region while advocating for total engagement of resources in every sector of society and organisation to prevent, control and manage the pandemic. Based on this vision and mission, the HIV / AIDS programme seeks to capitalise on OSISA’s unique partnership and advocacy capacities and will operate in the following key areas: § HIV / AIDS Policy and legislative development § HIV /AIDS response monitoring and advocacy § Mainstreaming HIV/AIDS into the existing programmes § Partnership and networking Key areas of responsibility are: · Programme Development – Lead in the planning and implementation of OSISA’s HIV / AIDS Programme with specific focus on HIV/AIDS Response Monitoring, and Advocacy on HIV/AIDS policy and legislation; · Management of OSISA’s HIV/AIDS Programme; · Monitoring and evaluating HIV/AIDS related projects and the overall HIV/AIDS Programme; · Building active partnerships with different stakeholders and donors; · Grants Administration; · Development and maintenance of OSISA’s communication materials in HIV/AIDS work. The ideal candidate will have a minimum of a masters degree preferably in Public Health, Communication Studies, Development Studies or any other appropriate post- graduate qualification. In addition, the candidate will have at least five years experience in successful implementation of development programmes in HIV/AIDS or a related sector in the SADC region and will have an advanced understanding of the HIV/AIDS issues affecting the SADC region. Experience of working in a funding organisation is preferred. The candidate must have excellent inter-personal skills and the ability to facilitate consultative processes. Ability for independent use of computer packages such as MS Word, Excel, Internet and e-Mail is a must. The candidate should also be open to innovation and experimentation and have an appreciation of the complex multi-sectoral nature of the response to HIV/AIDS. Excellent verbal and written communication, research and analytical skills are required. Fluency in written and spoken English is a prerequisite and knowledge of some African languages spoken in the region, and Portuguese, is desirable. An attractive remuneration package, commensurate with experience, including relocation costs within Southern Africa, is offered. The job is offered on a three-year contract.
