ActionAid is an international development Agency working in over 30 countries worldwide. Its mission is to "work with poor and marginalized communities to control vulnerability, achieve sustained improvements in quality of life and for realisation of rights in the face of HIV/AIDS,by working through local, national and international partnerships". ActionAid is undergoing significant organizational change at the International level, while also scaling up and engendering a strategic shift in its response to HIV/AIDS, poverty and injustice from the traditional community focused programmes towards greater attention to rights, gender and engagement with policy advocacy and campaigning at national/regional/international levels. ActionAid's HIV/AIDS work is increasingly working in partnership with governments, NGOs and the private sector to contribute significantly to commitments in UNGASS, Millennium Development Goals as well as undertaking large-scale management of contractual programs. As part of these changes, ActionAid is seeking competent, qualified, dynamic and committed individuals to fill the following positions: 1 International HIV/AIDS Co-ordinator 2 Theme Communication and Administration Support 3 Africa HIV/AIDS Programme Co-ordinator 4 Asia HIV/AIDS Programme Co-ordinator 5 International HIV/AIDS Campaign Head 6 International HIV/AIDS Policy Officer 7 Africa HIV/AIDS Policy Analyst The above positions will be three year renewable contract assignments. Line Management will depend on location, however delivery of agreed international strategies and targets will be managed and co-ordinated by the International HIV/AIDS Co-ordinator. Key areas of responsibility: 1. International HIV/AIDS Co-ordinator: Grade: Grade 1 International Level. Salary: ranging from =$330,584 pa. Duty Station: Harare. Reporting to: Africa Regional Director with Strategic Leadership & Technical support from Head of International HIV/AIDS Thematic Programme. This post will encompass the following responsibilities: Delivery of ActionAid's International HIV/AIDS strategy; the management and Co-ordination of HIV/AIDS Programme Development, Policy Advocacy and Campaign work; Resource Mobilisation; oversee Learning Research and Documentation activities; build networks, alliances, coalitions in this field. Co-ordinate HIV/AIDS team activities and linkages across the regions (Africa, LAC, Asia, USA and European Union); mainstream gender in HIV/AIDS Programmes, Policy and Campaign work and development of Monitoring & Evaluation and ALPS (Accountability Learning and Planning systems) across all Programmes, Campaigns and Policy work under his/her responsibility. A dynamic self-driven and motivated individual is required. The individual must be strong in programming with good people management skills and be able to work in a fast changing environment in order to drive the process for the organisation to realise its potential in HIV/AIDS work. This post will require the individual to work at national, regional and International levels and create synergy between ActionAid's HIV/AIDS and the Support to the International Partnership against AIDS in Africa (SIPAA) Programme. 2. HIV/AIDS Communication and Administration support Assistant Grade: Grade V National. Salary: ranging from Zim$3,3 million pm. Duty Station: Harare Reporting to: International HIV/AIDS Co-ordinator. To provide a comprehensive administrative support function to the International HIV/AIDS Co-ordinator. To assist the Co-ordinator in the fulfilment of his/her duties, exercising substantial initiative and responsibility. To ensure effective communication links and liaison between the Co-ordinator and his/her contacts both internal and external. Ability to organise regional and international meetings. To play a major role in supporting the smooth operation of the office and supervise other administrative staff as necessary. This post will suit an individual who is organized, takes initiative, can handle a heavy work load and enjoys working with a multi-cultural, multi-disciplinary team, with minimal supervision. 3. Africa HIV/AIDS Programme Coordinator: Grade: Regional Grade 1. Salary ranging from $323,250 pa. Duty Station: TBA Reporting to Africa Regional Director. To contribute to ActionAid Africa HIV/AIDS Strategic shift from community focused work to national program development, policy advocacy and campaigning that is based on rights, the fight against poverty, gender power imbalance and injustice. The HIV/AIDS Programme Coordinator will provide leadership on the development and establishment of a Regional HIV/AIDS Programme Support Unit. The unit will provide programme, technical and management support to ActionAid's HIV/AIDS country programmes and will support strengthening and development of ActionAid's technical competencies, Multi-sector work, mainstreaming of HIV/AIDS into ActionAid (AA)'s development policy and programme work, Application of Tools and Methodologies including Stepping Stones and Reflect, Rights based programming and Gender, development of M&E systems, Partnership development, Fundraising, facilitating and coordinate lesson learning with SIPAA Programme. 4. Asia HIV/AIDS Programme Co-ordinator Grade: Regional Grade 1. Salary: negotiable. Duty Station: Bangkok Reporting to: Asia Regional Director. To contribute to the development of ActionAid Asia HIV/AIDS Programmes. Provide leadership, technical support and co-ordination of multi-country and Regional policy and campaign work and facilitate Listening & Learning across the region and with Africa and Latin America & the Caribbean. The individual will need to deepen community work on HIV/AIDS based on regional vulnerability and trends of HIV/AIDS in Asia. The creation of this post demonstrates a recognized need for increased work in this region. The incumbent will collaborate with national, regional and international HIV/AIDS Co-ordinators within the organisation and develop networks with other organisations and governments in the Asia region to develop relevant programmes, campaigns and policy. 5. International HIV/AIDS Campaign Head Grade: International Grade 2. Salary: ranging from =$325,863 pa. Duty Station: TBA Reporting to: The International HIV/AIDS Co-ordinator. To provide leadership in design, development and implementation of ActionAid International's HIV/AIDS Campaign in order to contribute to delivery and achievement of International HIV/AIDS Strategy goals, specific policy change objectives and targets. Support development of regional campaigns in Africa, Asia LAC, European Union and the U.S. in line with the AA International HIV/AIDS Campaign. This position also includes development of staff capacity, external resources, alliances and social movements to deliver the priorities within the strategy, focusing on building new skills, expertise and knowledge for the long-term benefit of the organisation. The incumbent will also be expected to mobilise resources, strengthen external communications, develop and implement a media strategy. 6. International HIV/AIDS Policy Officer. Grade: International Grade 2. Salary: ranging from =$325,863 pa. Duty Station: Harare. Reporting to: International HIV/AIDS Co-ordinator. To contribute to ActionAid International HIV/AIDS Policy and Campaign work by providing strategic leadership for development, design, planning, implementation and management of HIV/AIDS policy work informed by analysis on the causes of poverty at national, regional and international levels; rights, vulnerability and gender. Provide rigorous and creative policy analysis and research, undertaking advocacy that will generate changes in policy and practice that supports (infected and affected) people and vulnerable communities in Africa, Asia and Latin America. The incumbent will require strong writing skills and ability to build links with HIV/AIDS research networks, Think Tanks and academic institutions. To increase ActionAid's leverage to influence policies in favour of the poor in Africa by forming strategic alliances and partnerships, raising ActionAid's profile and convening power for influencing decisions among government institutions, official donors, development actors, CSOs and international, regional and sub-regional groupings and institutions. 7. Africa HIV/AIDS Policy Analyst Grade: Regional Grade 1. Salary: ranging from =$320,250 pa. Duty Station: TBA. Reporting to: Africa Region Policy Co-ordinator with functional links to the International HIV/AIDS Policy and Campaign Officer. To provide leadership in Africa by spearheading the development of a prioritised regional HIV/AIDS policy advocacy and campaign agenda and to strengthen and deepen policy analysis of HIV/AIDS. To build and strengthen the technical capacity of policy staff in mainstreaming HIV/AIDS, analysis in development policy, the impact of HIV/AIDS on poverty and development sectors and development of national and regional campaigns. The incumbent will be responsible for building regional level partnerships, collaborators, alliances, networks in order to further ActionAid's policy in relation to HIV/AIDS in the Africa region. He/She will engage with regional and sub-regional intergovernmental bodies (ECA, AU, NEPAD, SADC) and other strategic policy platforms. The position requires an individual passionate about HIV/AIDS, an activist who can deliver cutting edge policy on HIV/AIDS in an effective and timely manner. Track record in the field in either Programming, Campaign or Technical expertise. Knowledge of the epidemic and current responses is important as well as the link that exists between HIV/AIDS and poverty eradication programmes.
