Training Course in Consultancy Skills in International Cooperation in Health ---------------------------------------------------------------------------- 10 - 28 November, 2003 Dar es Salaam, Tanzania Muhimbili University College of Health Sciences University of Dar es Salaam and the German Agency for Technical Cooperation (GTZ) Ruprecht Karls University of Heidelberg, Department of Tropical Hy- giene and Public Health Part 1: Evaluation of Health Projects and Programmes Part 2: Proposal Development targeting international donors Background In international development co-operation there is an increasing de- mand for regional experts and consultants to conduct formal evalua- tions and write comprehensive consultancy reports. Despite the ex- pert's professional competence, reports and documents often do not satisfy the expected quality standards of international agencies. These weaknesses result from lack of familiarity with formal expecta- tions and 'unwritten' rules of international agencies. Furthermore, the context of health service evaluations has changed over the last 10 years. Many countries have introduced health sector reforms and quality assurance programmes. Some countries have em- barked on sector-wide approaches. These changes have increased the need for consultants who are conversant with changes which have taken place in the health sector and the demand such changes have created for evaluation of interventions taking place with funding from dif- ferent funding agencies. Objectives This course intends to improve knowledge and skills in planning, writing, editing as well as how to assess the quality of consultancy reports in the field of international public health. The course will use real case studies from Tanzania using health information gener- ated from the government, NGO, bilateral, multilateral as well as UN agencies. The second component of the course will focus on how to write proposals targeting various agencies which fund health related research/interventions. Focus for this second component will be on rules and regulations of different donors particularly the importance of use of the right data and information in order to convince donors (proposals to be submitted to Global Fund for AIDS/Tuberculosis and Malaria will be given special attention). Some self-study to read documents is necessary for this part. Course Contents * Instruments for planning * Assessment tools and techniques * Quality management techniques * Project Cycle Management * Logical framework and other planning methodologies * Evaluation techniques, procedures and approaches * Monitoring techniques * Evaluation, report writing and review * Proposal writing Target Group This course is primarily aimed at experienced public health profes- sionals working in African and other low-income countries. The course is also open to other qualified professionals working in the field of public health in different contexts. Participants should bring a lap- top with a CD-ROM Drive to do the course work! Methodology and Facilitators A mix of modern adult education methods will be employed throughout the seminar, i.e. input lectures, group work, individual reading and writing, peer review, plenary discussions, and individual tutoring. The language of instructions will be English. The courses will be facilitated by senior teaching staff of the De- partment of Tropical Hygiene and Public Health of Heidelberg Univer- sity, by GTZ consultants and by counterparts from the Institute of Public Health of Muhimbili University. Course Duration The course duration will be three weeks. Participants can however opt for part one only whose duration is two weeks or part two which will last for one week. Additionally the participants are expected to use some of their eve- nings and the weekend for report writing and peer review. Registration and Location Your mandatory registration should be received by the department of Public Health in Heidelberg not later than 30 September. The courses will be held in Tanzania at a location to be specified. Course Fees Participants for the whole course will pay ? 2,000; for those en- rolled in the TropEd program ? 1,500. Those opting for part one of the course will pay ? 1,500. While participants interested in the second component of the course will pay a fee of ? 750. A non-refundable registration fee of ? 100, which will be credited towards the tuition fee, is due not later than 4 weeks prior to the start of the course. This fee will not be refunded for participant who will withdraws from the course 4 weeks before its starts. The fees include course work, printed and electronic materials. Travel, insurance and other personal living expenses during the course are not covered. TropEd European Masters Programme This course will be presented for accreditation to the TropEd Pro- gramme in September 2003!
