Job ad - HIV/AIDS Policy/Advocacy Specialist

The Research Triangle Institute (RTI) is looking for a HIV/AIDS Pol-
icy/Advocacy Specialist for a 4-year USAID project focusing on behav-
ior change to reduce HIV prevalence and reduce number of partners in
Malawi to begin in January 2003.
Responsibilities include:
* Identifying priority behavior change/communication (BCC) policy and
advocacy issues and developing strategies, tools and models to ad-
dress them
* Conducting BCC policy and advocacy assessments for designated sec-
tors
* Designing, planning, and providing technical guidance and training
on policy and advocacy strategies and interventions with central-
to community-level stakeholders
* Providing technical assistance to and managing consultants engaged
in policy and advocacy training and technical assistance
* Assisting in the production of reports, manuals and training mate-
rials
Qualifications:
* A master's level degree or equivalent in public health, population
studies, public policy, or a related social science;
* A minimum of five years experience in implementing HIV/AIDS, RH,
public health, or community based behavioral change programs;
* Training and training program development skills;
* Strategic planning, district planning and group facilitation
skills;
* Excellent policy analysis, policy advocacy, planning and evaluation
skills;
* Ability to communicate policy results to a wide range of policy au-
diences;
* Thorough knowledge of HIV/AIDS and related RH issues in Africa (ex-
perience in Malawi desired);
* Excellent English speaking and writing skills (excellent Chichewa
speaking and writing skills desired);
* Proven skills in using Windows-based computer programs including
spreadsheets, word processing, and graphics packages (Microsoft Ex-
cel, Word and PowerPoint experience preferred);
* Experience with and commitment to youth and gender-responsive pro-
grams desired.
